Extract product-internal_closing.xml
Upload product-internal_closing.xml by going to ADMIN CP --> PLUGINS AND PRODUCTS --> MANAGE PRODUCTS --> ADD/IMPORT PRODUCT
Oh how I wish we were done. Unfortunately we must make a template edit (I know, I hate them too).

The template is called board_inactive_warning. Replace $vbphrase[alert_board_off] with $vbphrase[alert_board_off] ($icr) The entire template should end up looking like this: <div align="center" style="color: red; background-color: white; border: 1px solid black; padding:2px">$vbphrase[alert_board_off] ($icr)</div>
You can edit the internal message on the same page that you close the forums and set a public reason/message.
